This is the TDRA-certified UAE version of the iPad 11 A16, the unit approved for sale in the Emirates. It is the Wi-Fi model, which means there is no SIM tray and no eSIM on it. Apple does sell a separate Wi-Fi + Cellular version of this tablet with 5G on sub-6 bands, but this listing is not that one.
In practice the iPad 11 A16 in this configuration needs a Wi-Fi network or a phone hotspot to get online. Apple lists Wi-Fi 6 (802.11ax) with 2×2 MIMO and Bluetooth 5.3 here, which is current enough that a modern router is not wasted on it.
